Montgomery County approves $5 million contract package

Montgomery County officials unanimously authorized nearly $5.2 million in a series of contracts during a meeting earlier this month.

A $1.27 million technology contract focusing on “file digitizing services” took up a majority of funds associated with the 15-item contract package approved during the Feb. 6 meeting.

The seven-figure agreement between the Montgomery County Prothonotary and ARC Document Solutions LLC, of Media, Delaware County, covered “the categorization and digitization of existing microfilm images, with indexing and creation of a platform to house the digitized images for reliable access to the digitized files.”

Funded through the Prothonotary Automation Fund, it included a $1,198,104 “base award,” with another $74,975 dedicated to Cloud storage for five years, according to the contract. The Delaware County firm was one of 17 companies to submit bids to a previously advertised request for proposals.

A roughly $935,188 agreement with NV5, of Philadelphia, covered “design and engineering services” related to improvements of the Cross County and Wissahickon trails at SEPTA’s Fort Washington station. The project is expected to be funded with county capital improvement program dollars. A previously advertised request for proposal netted three responses. In addition to the Philadelphia-based firm, Michael Baker international, of Pittsburgh, and Wilson Consulting Group, of Washington, D.C. also applied.

A $463,710 “proprietary software” contract with Tyler Technologies, Inc., of Moraine, Ohio covered the “Maintenance and hosting of the iasWorld” for “remote entry of assessment and tax data for the Montgomery County Board of Assessment in 2025. The services are expected to be funded through the county’s general-operational budget.

Additionally, a previously authorized agreement for “temporary office space construction services” required another $481,869 for further general construction and electrical work.

While the original contracts covered “construction services to facilitate temporary office swing space in One Montgomery Plaza in relation to the Justice Center project,” representatives with the Montgomery County Department of Assets and Infrastructure cited the “increase in scope of work due to the need for additional space in OMP including work on the second, fourth, sixth, and seventh floors.”

“Time was of the essence to get these spaces built and the contractors, since they were already working on the building, were issued change orders for the additional work,” the contract states.

The general construction contract with PJ Dick Inc., of Pittsburgh, increased by $385,071, with the revised contract valued at $1.12 million. The electrical contract increased by $96,798, with the contract now standing at roughly $360,019. Capital improvement program monies funded the aforementioned agreements.

A forensic interviewing contract with the Child Advocacy Center of Montgomery County was also renewed last week. The agreement with the organization, also known as Mission Kids, of East Norriton, provides “forensic interviewing and family and victim advocacy services for law enforcement officials investigating allegations.” The Montgomery County District Attorney’s Office and Office of Children and Youth each receive assistance from the East Norriton nonprofit, contributing $200,000 and $215,000, respectively. The contract, funded through the county’s general-operational budget, was renewed for the fourth and final time.

An employee benefits consultant contract was also renewed for two more years. The agreement with Gallagher Benefits Services Inc, of Radnor, covered “employee benefit consulting and related administration services” for a myriad of programs including “financial review, development, acquisition and maintenance of group health, dental and pharmacy plans, life and Disability, COBRA Services, Stop-Loss, EAP, and other group benefits for its employees and their dependents.”

The renewal, which was not-to-exceed $400,000, authorized funding for years two and three of the contract. It was funded through the county’s general-operational budget.

County commissioners also authorized the issuance of a request for proposal focusing on “parking facility improvements” in Norristown. The county’s assets and infrastructure department hope to find a company in order to “provide repair and restoration services for the Main Street, Cherry Street and One Montgomery Plaza parking facilities.”

While it’s unclear when the request for proposal will be due, capital improvement program dollars are expected to fund the prospective project.

The next Montgomery County Board of Commissioners meeting is scheduled for 10 a.m. on Feb. 20 on the eighth floor of One Montgomery Plaza, 425 Swede St. Those interested in attending can also do so virtually. Visit montgomerycountypa.gov.
